Went to change the brake shoes on my '90 S15 and noticed that one side of the old brake shoes have an actuator lever attached, while the new brake shoes do not. The actuator lever is attached to the shoe by a pin that allows the lever to pivot, and it looks like it was basically riveted in and cannot be removed.
Are you just supposed to install a new actuator lever into the brake shoes yourself?

Take both sets back to the store and ask them where your missing part is.

New ones on the left - no actuator lever.

I think that "clip" that holds the lever is supposed to be removable? As in I think it takes like a quarter turn to remove it. If it's what I'm thinking, is there a spring behind that piece? If so, push toward the shoe slightly and turn, it may pop off. Otherwise it is different than what I am thinking. I think that's the E brake lever.

I've tried to remove it but it is solidly attached to the brake shoe.
The only spring that was there is shown on the right side of the pic with the old pair - it wasn't "behind" the lever, it was sitting against the brake shoe where that notch comes out of the middle area of the lever.
It is the actuator lever. The top of the lever connects to the actuator link which connects to the stud at the top.

That part should be removable.
thats the star wheel adjuster. Yes its removable. No the new ones dont come with it because you were supposed to take it off of the old ones.

Ignore the star wheel adjuster and spring on the new set. I'm talking about the actuator lever on the old set (on the right).
It's highlighted here:

If it is removable what do you use to remove it?

Dude, I swear that thing is supposed to be removable. I've done it before, but not in a while. It was basically the same procedure on my 81 El Camino as it was on my 95 Dime. I don't know, I wish you were here, I'd come over and cuss at the part and scare it off for ya!

there should be a pin with like an arrow tip on it that goes through a spring, when you compress the spring and turn it the tip of that pin turn and fits through a slot it it all comes off. but i dont see a spring on it now so it looks like its off already. here's a pic of a tool to remove the springs.
