the only time that the heat or a/c will do anything on any setting is when i have it turned all the way up. the three low intensity settings dont do anything. does anyone know why it is doing this. Thanks

You need to replace the thermostatic resistor element. But check for power 1st.
The fan works ike this. There is a single high current signal to the fan directly and is on when the Hi setting is enabled. The 3 lower settings go through a resistor element which in turn reduces the voltage to the different levels, and thus makes the fan spin slower.
The element is located under the hood attached to the airbox. Should have a 4 wire plug.
If its a 2nd Gen like pictured in your avatar, the wire colors are Dk Blue, Lt Blue, Tan and Brown.
Dk Blue is output to the Blower Relay
Lt Blue is input for speed 3
Tan is inpur for speed 2
Tan is input for speed 1
A simple check with a voltmeter would show you if the input signals are correct when the corresponding selection is on with the controls (ignition needs 2B on)
Test the D Blue for output which will have a varied voltage according to which spped is selected.
If inputs are OK and the DBlue has no output, replace the thermotatic resistor.

I have the same prob. I changed the resistor and it still didn't work. It turned out to be the plug that plugs into the resistor. It either has a bad connection or the wires are broke into. I really didn't care too much about only having one speed so I've never fixed it. The connector that plugs into the blower fan did the same thing. I bent the little female tabs in the connector out so it would make better contact and it's worked fine for over 2 years now. There's also a little relay mounted on the firewall by the resistor that the wires going into the connector had broke (the relay went bad also). I cut the connector off and bought a universal relay (12 volt 30 amp) for like $5 from Autozone. I then crimped some female spade connectors onto the wires that I had cut the connector off of and connected them to the relay. This relay IIRC operates the high speed on the blower fan. I'll try to get some pics to explain what I'm talking about. Btw this is just in case the above doesn't work. I would definitely try Mike's suggestion first.

This is the plug that connects to the blower. I took a jewelers screwdriver and bent the tabs out a little. You'll see what I mean when you look at yours.

This is the universal relay I bought. The wires I cut the factory end off of are connected to it. I crimped female spades on them so they would connect to the relay. I then wrapped them In 3M Super 33+ electrical tape.

Just to the left of the relay where the connector is unplugged is the resistor. There are 3 small bolts.
