usually local community colleges offer courses or if you think you know enough you can just go take the tests. For a general tech you would probley need to take the tests for a few different areas. Their are like nine or ten different areas. I took ase sample tests in high school for my advanced auto final and i thought that they were not really hard

I'm sure you should be able to find plenty of study guides and tutorials like that at places like barnes and noble and amazon.com.

go work for a chain auto shop(firestone, modica bros...ect) they'll pay for them or you can go to tech school and you won't own anyone but the bank.

I know when i got mine for computer diagnostic and brakes if you had the shop time you just when down and took the test. I did go to school for my master certification though.
I don't know how they do it now,but tech school is going to be the best way.
i'm not saying this to be mean, but we already have enough self taugh mechanic in dealerships as it is. It drives down the wages, pisses off customers ,and puts well trained techs out of a job.
