Vector Images?

Oh great computer junkies, is there any way I can make a vector format image with GIMP 2.6? If not, can anyone here take a JPG or GIF and make it a vector? I'm kinda in a hurry and I am computer retarded so I appreciate ANY and ALL help. Thanks in advance.
