Just get the programmer it allows you to calibrate the speede in case of tire height change,firm up auto shifts,reads trouble codes,adds some power and a bunch of other stuff.

Thats all and well, but the power programers advance ignition timing to get more power, but im running nitrous so that is not an option, considering that advancing the timing w/ nitrous cause detonation....

what transmission do you have, because if you have a 5 spd you can just wire in a switch to cut the speedometer off. if you have the auto you can modify the speedometer by moving the little black pin thats down by 100 MPH and move it up to 90 MPH, ull have to drill a new hole, thats what my dad did on his 03 4.3 w/ the 4L60E.

i have the 4L60E, what is this you saying about the speedometer, that doesnt sound like it let your dads truck go any faster

i dont think that moving the speedometer pin would do much of anything. Speed Limiter is at 98 mph, and fuel cut is at 5800 rpms. You need to alter the computers programming to raise the speedlimiter, or get rid of it altogether. By shop, im assuming you mean A mechanics shop of sorts. Unless they have a way of editing the software on the ECM (LS1 edit etc. etc.) then no. Your best and most cost effective bet would be a Hypertech Power Programmer III. That way, you can raise both the fuel cut and speed limiter, and if and when you sell you blazer, you can resell the programmer for close to what you paid for it.

You don't have to put in the advanced timing i don't think, with the hypertech. You can also use ls1 edit, or i think tunercat has software for your truck as well. Those options would be a little more expensive.
It would probably be cheapest to send your pcm to slp, or pcm for less though.

Yeh you can do all of the mods but not use the performance tuning... ie. still change shift points, calibrate speedo, firm up shifts, adjust rev limiter, and eliminate the top speed limiter.... well at least bump it to 128mph.

As a couple of the guys have already mentioned. You don't have to program your truck with the HPPIII for a higher octane (advancing timing). You can leave your truck with a "stock" engine tune and still raise the speed limiter to an H rating (128 mph). You can also firm up your shifts, change shift points, change rev limiter, adjust for different gears and adjust for a different size of tire.
You can get a used HPPIII for a reasonable price.
