Question About rusting tailgate

Ok, as most of you who own an S-10 Pickup knows how our tailgates have that little ledge on the inside lower lip that holds salt and water and rusts like hell. Well,my rust is curling underneath the tailgate and is now starting to become visible on the other sidei would like to repair this (mainly to get the feel of autobody so i can repair the rust on my fenders. How would i go about fixing the rust?

would i be better off just getting a new tailgate?

That would be the easy way. But then you can't say "I" fixed it. Look at that tailgate that "I" fixed. And besides given time the new one will do the same thing.
