How come on my 89 4.3L Tbi at wot the butterfly valves are only about 3/4 open? Is this normal?

Nope, not normal. Need to check your accelerator cable/accelerator pedal connection.
Push down on the pedal all the way with one hand and then pull the cable with the other and you'll see the distance you are lacking.
Thick floor mats are famous for keeping the blades from fully opening.

Nope, can't be that cause it won't open further even if i open the throttle by hand under the hood (engine turned off ofcourse).

If that's the case, you should be able to see what is stopping it by a good visual inspection of the throttle body.

It was the TV cable, it was too tight. But now the tranny doesn't shift as hard at partial throttle. Oh well. What color are the 40 lb hr injectors supposed to be? Mine are orange at the electrical connectors. Where do i look for the injector color code?

Careful! You can get yours to fully open w/o spending $40.
Got a pic of your set-up?
you can also use split fishin weights on the tv cable for more adjustment
