one dim headlight

ballaster? why are these used? I have changed the bulbs ,high and low are dim on the drivers side only,daytime running lights are fine, So my guess is the balaster,does any one have one for sell? Thanks

i did it was a ground wire check all ur wires to ur lights make sure there grounded good
