droppin an 89

ok i planned on droppin my 89 s10 3 in the front and 4 in the rear. i thought that would give it the most even look. i want to either put 15 or 16 inch rims on it. do you think this will work without tire rub? and do you think i can do all this without tubbing it out

Yes & yes. So long as you pay attention too the tire height.. stock 26" should be ok.

well if the rims are only a 15 or a 16 inches then the tire deff wont be more then 20 inches high...right? so....idk actually. ha just a nice wide road tire.

Those are about 26" tall. A 215/60-15 would give you around 25.25".
