99 S10 4x4 discs all the way around
I tightened up the parking brake as tight as i could get it without rubbing but it hardly holds the truck when you are parked downward on a hill. If you park going up the hill the Parking brake does nothing, you can't even tell its on. The truck can idle in reverse with the brake on and just role along like nothing.
why would it barely work going forward and not work at all going backwards?

Does it use a drum in hat style rotor like corvettes & camaros? Are the pads inside the rotor dead? What about the wheel cylinder for it? Are you sure it's tight & not loose?

The shoe is inside the rotor hat. It's a single shoe and has an adjuster to tighten it up just like a drum brake.

Ahh, ok.
no wheel cyl...no fluid. And yes, sparky is right
mine is the same way, i gotta take off the wheel & brakes off & adjust it.
I tried adjusting it/tightening the nut at that part that pulls the 2 cables but the bastard wouldn't budge, fell like it would snap if i moved it anymore.

There might be an adjusting nut after you remove the rotor. Like I believe Sparky was getting at. The park pads, are like drum pads inside the center section of the rotor. Remove wheel and caliper and rotor. The adjusting nut and threaded rod where the 2 cables meet under the cab is only for taking up slack. This rod shoul be about 5 inches long and about 3.5-4 inches should be behind the nut theoretically. Your park brake pads might have some internal issues or wear.
GM had a recall on the parking brakes on those year fullsizes... the one on our 2002 didn't hold well at all - thankfully we didn't park on my hills and could just put it in gear. Maybe it is a similar problem?
