Most of the threads that are closed are informative only -- tech info and how-tos. The only other occasion for a thread being closed is if it has gotten out of hand and a Moderator (or Admin) felt the need to shut it down so no further posting could occur.
You are correct: to comment on a closed thread, you start a new thread. Links are helpful also.

Open the thread you want to comment on. Highlight the link in the Address Bar (where you type in www.blahblah.com (http://www.blahblah.com)) and either right-click and select "Copy" or just hit Ctrl+C. Start a new thread -- in the thread either right-click and select "Paste" or hit Ctrl+V, and the link should appear.

someone correct me if i am wrong but i believe you can open the bmp file, usually in mspaint then go to file click save as and then at the bottom of that window it will have a drop down menu with file extensions in it click on JPEG and then click ok or save.
