Smogging problems need help

I bought this 83 2.8 carbed blazer from a friend of mine about 6 munths ago. It hasent been smogged for a few years. It was more of a show car. He had pulled the motor , and rebuilted it. And sprayed the fire wall too. They had disconected some stuff like the heater, whippers and some vac lines. So when I got it, it had needed alot of work if Iwas going to put on the road. My friend can bearly remember what is what on the motor , his father did most of the work so he's not sure of everything . Ive got repair books , some diagrams from some members here. But I not an dumb but cant figure it out. So, I took it in to a shop for them to hook it up right and smog it . But the smog guy said that the plug that he plugs his computer into is missing a wire. I dont think so . it has five wires on it and when I checked on a other dash that Ive got from the junk yard, it was the same. And also the airpump valve on the motor is vac active and not electric. The vac airpump valve also has another hose comming out of it that I cant figure out where it goes. I went to the junk yards over and over to find a 2.8 with the same valve but nothing.
I had looked deep down around the starter and two plugs were hanging there, one looked like it goes to the electric valve, but it didnt reach the valve, or is it a smog hookup?

Can someone work with me here? The California smog laws are tough here .

hell yea they are man i dread having to take my truck in to get smoged
