For instance, a 3.5L is about 300 dollars, and a 5.7L would be about 500 some bucks extra YEARLY! It's been passed in Washington, and they're trying to get it passed in other states. This is gonna really suck for those V8s now. I can't find a good link to the article about it though but I've been hearing about it on the radio. Even my little 2.2L will be charged like an extra 100 bucks a year because of this if it's passed here.

Looks like it's a Washington State bill, and it doesn't appear to have passed yet, it's only gone to committees so far:
