Is there something odd about the 1999 thermostat? why are you wanting to replace it?

If it is like most it is under the top hose to the radiator

    1. locate top hose where it connects to engine
    2. remove hose
    3. remove 2 bolts holding the housing that the hose was attached to
    4. lift off the Housing
    5. pull out thermostat
    6. clean area of any sealant and gasket making sure none get into the coolant
    7. replace thermostat with new one
    8. replace housing that connects to the hose and tighten down the 2 bolts
    9. reconnect hose
    10. replace any coolant lost
    11. check for leaks

You'll have to remove the brackets attached to the throttle body to get in out.

I didn't. I replaced it w/ a SBC's swivel type T-stat housing. Easy as cake, piece of pie!

As noted its up top under the housing. U have EGR which may make it more difficult to access. IDK. I dont have EGR thing on my 2003. But by n large the install is the same as any 4.3 and SBC

I changed mine too. I used a Astro van's t-stat housing and rerouted my upper rad hose.
